Europe has almost single-handedly created a global carbon market, which has seen phenomenal growth since the inception of the European Union Emissions Trading Scheme (EU-ETS) in 2005. Since then, the emissions trading market in the CEE region has steadily been up and running. The second phase of the European Union's emissions trading system runs from 2008-2012 and plans for a third phase, which would run from 2013 to 2020, have recently been announced.
