The world market for biofuels has expanded rapidly in recent years as a combination of domestic politics, rising oil prices, increasing concerns about global warming, and potential economic opportunity have spurred a broad range of countries to pass laws that support biofuel industries.
Biofuels play a unique role in European energy policy. Today they are the only direct substitute for oil in transport that is available on a significant scale. Other technologies, such as hydrogen, have enormous potential. However, they are far away from large-scale viability and will require major changes to vehicle fleets and the fuel distribution system. Biofuels can be used today, in ordinary vehicle engines (unmodified for low blends, or with cheap modifications to accept high blends).
Growing concerns about global warming have also helped stimulate both bioethanol and biodiesel demand in the European Union, while several countries in the Asia/Pacific region have instituted biofuel programs as a means of boosting their local economies. Though protective sentiments will remain high, global trade in biofuels will continue to develop, as many countries in Western Europe, North America and Asia/Pacific find that they cannot fully satisfy demand with domestic production. Despite, or perhaps even because of, the success of biofuels in recent years, questions have begun to arise about the wisdom of using biofuels as an alternative energy source going forward. While the impact of biofuels on world food supplies is expected to be a short term issue, the potential negative impact of biofuels on the environment could have longer term consequences. In spite of these concerns, though, countries’ overarching need for energy security and domestic economic development will continue to drive rapid increases in consumption.
Biofuels have another great advantage-the fact that their production and use lead to greenhouse gas savings. They are not the cheapest way to get greenhouse gas savings. But they are one of the few measures – alongside improvements in vehicle efficiency – offering the practical prospect of large-scale savings in the transport sector in the medium term. Thus, biofuel promotion offers benefits both for security of supply and for climate change policy.
This conference will examine the key issues of the current global structure of the Biofuels market and opportunities for CEE biofuel production and usage.
Now entering its 2nd year in the CEE Biofuels Industry, the EastEuro Link CEE Biofuels forum will equip you to deal with the opportunities of a market that is undoubtedly bound for urgent development in 2008 and future.
